Services Compliance is a monitoring mechanism designed to add value to
and improve the contract management process at Texas Southern University.
The process helps the University accomplish its contractual objectives by
monitoring contracts to ensure obligations are fulfilled and completed. In
addition, the Compliance Office reviews contractual agreements for
adherence to established policies, procedures, and state guidelines. To
assist in the review process, the Contract Administrator must complete and
attach a Compliance Cover Sheet to each contract submitted to the Office
of General Counsel, available in PDF
or
Word format.
The Office of
Institutional Compliance reports to the Office of General Counsel and has
no authority or responsibility for ownership or management of contractual
agreements. The role of the Office of Institutional Compliance in contract
administration is limited to reviewing and monitoring contract and
accounting documents on contracts for goods and services. In monitoring
contracts, the Compliance Office works independently, maintains
objectivity and integrity, free of conflicts of interests, and will not
knowingly misrepresent facts, or subordinate its judgment to others.
All contracts
monitored by the Office of Institutional Compliance are reviewed with high
standards of honesty, proficiency, objectivity, diligence and loyalty in
compliance with the University Ethics Policy. The Office of Institutional
Compliance produces internal monitoring reports and provides frequent
reports to the Office of General Counsel.
