Regent Oliver J. Bell was reappointed to the Texas Southern University Board of Regents by Governor Greg Abbott for a six-year term and will serve through February 1, 2023.


Regent Bell is Chief Executive Officer of Oliver Bell, Inc., a consulting practice that emphasizes teaching and developing leadership skills, values direct employee-employer relationships, and helps clients align goals for the greater good of all stakeholders. He has worked with employers across the country to help maintain positive, productive workforce relationships and has been involved in hundreds of client scenarios.


A graduate of the U.S. Military Academy at West Point, Regent Bell was an Airborne-Ranger qualified Armored Cavalry officer. He served in several command and leadership positions during his military career. After leaving active military service, he joined Mobil Oil’s Human Resources Group. He left Mobil to pursue a career in labor relations consulting. Regent Bell rose from a consultant position to Vice President of a large labor relations consulting organization before leaving to form his own firm.


Regent Bell is the founder of the Texas Labor & Employee Relations Consortium which hosts periodic meetings for senior operations, labor relations, and human resources leadership to discuss key workforce issues. Regent Bell is a regular speaker at professional conferences and for clients on diversity issues, leadership, entrepreneurship, labor and employment.


In April 2008, the Governor of Texas appointed Regent Bell, Chairman of the Texas Board of Criminal Justice (TBCJ) responsible for the oversight of the $3.3 Billion, 38,000-employee Texas Department of Criminal Justice (TDCJ). He also served as Chairman of the Board of Trustees for the 1,200-employee Windham School District (WSD), which supports TDCJ and is the largest geographic school district in the state of Texas. WSD provides educational services to 75,000 students annually. He served on the board for 11 years and departed as TDCJ was reporting some of its best performance metrics ever.


Regent Bell is a member of the National Association of Corporate Directors where he is certified as a “Board Governance Fellow.” He is also a member of the 11th Armored Cavalry Regiment Association, the Association of the United States Army, and the Board of Directors of the West Point Society of Greater Houston. The Governor of Kentucky also appointed him as an “Honorary Kentucky Colonel.”
