Tiger Family:

Good news! Beginning this fall, there will be several changes relating to University parking, including a reduction in parking rates. Please read below for important changes that impact all TSU faculty, staff and students.

As TSU has grown to become the second largest HBCU in the nation, so has the need to better utilize our parking spaces. With our new plan, we aim to reduce the circling of parking lots to secure an empty space, as well as prevent reserved spaces from being occupied by unauthorized vehicles. We have also reduced the parking fee by more than 10% for most categories.

New features of parking at TSU include:

  • Elimination of all parking lot gate arms, with the exception of the President’s Circle in front of Hannah Hall, Residential Housing lots and the East and West garages.
  • Premier Parking is available on a first-come, first-served basis. 
  • Increased presence of Parking Enforcement in all parking lots and garages. Unauthorized vehicles parked in reserved spots will receive warnings, citations, and possible towing.
  • Citations issued for unauthorized parking in parking lots (per academic year):
    • First offense (Warning)
    • 2nd offense (Warning)
    • 3rd offense (Ticket)
    • Subsequent offenses (Ticket & Tow)
  • Towed vehicles will be stored in City of Houston impounds, which will result in fines and storage fees. The City of Houston tow line number is 713.308.8580. Visit http://police.tsu.edu/index.php/parking/
     for information regarding the appeals process for any citations you receive.

TSU faculty, staff and students must have their vehicles registered in order to use TSU parking lots. Visit http://police.tsu.edu/index.php/parking/ prior to coming to the Parking Office to receive your parking hang tag – and to go through the appeals process for any citations received. For employees who have their parking fee deducted via payroll deduction, it will automatically continue unless you make a change with the Parking Office.

The new parking procedures also feature a price reduction for parking, as follows:

General Parking (Rosewood lot): $200/year ($16.67/month)
General Parking (all exterior lots): $240/year ($20/month)
Faculty/Staff designated lots (9 mos.): $153.72/year ($17.08/month)
Premier Parking (interior lots – non-reserved): $213.73/year ($23.75/month) for 9 mos.
24/7 Reserved: $291.64/year ($24.30/month) for 12 mos.
$337.50/year ($37.50/month) for 9 mos.
$450/year ($37.50/month) for 12 mos.


24/7 Reserved parking permits will be available for all faculty, staff and administrators. Faculty will no longer need to make a request from their dean for 24/7 Reserved parking. If you have a 24/7 Reserved spot, you may only park in your assigned spot or in General Parking – not in Premier spots.

Students: Unassigned Premier and Reserved parking spots will be available for students after the 12th class day. Also, to park in the East or West Garages, you must purchase a hang tag with an access card, which is $40 per semester. Otherwise, your parking options include the student-accessible surface lots.

Shuttle Service

TSU will add a shuttle bus and tram service, which will operate Monday through Friday, from 7 a.m.-5 p.m. The shuttle bus will be used as a park & ride, offering courtesy rides for faculty, staff and students. Pick-up & drop-off spots will be at the East Garage (Sampson & Cleburne), Burkett & Cleburne, Tierwester & Blodgett (for those who utilize parking lots off Rosewood and Canfield), and Blodgett at the S1 parking lot. The shuttle routes will run approximately every 10-15 minutes. You must present your valid Tiger 1 Card to ride the shuttle or tram. Additionally, the new Automated Vehicle (AV) shuttle provides free rides for students, faculty and staff up and down the Tiger Walk.
